Requirement
To communicate fleet management policies and procedures to all staff involved in the fleet operation.
Purpose
To ensure that staff either directly or indirectly involved in the fleet operation are aware and have knowledge of the policies and procedures relevant to the FORS Standard.
Demonstration
FORS Operators shall communicate operational information and organisational policies and procedures through a staff or driver handbook and supporting documentation.
Communications shall include the responsibilities relevant to drivers and staff involved in the fleet operation as outlined in the following documents:
- Policies and procedures listed at requirement M1
- Risk assessments listed at requirement M8
A procedure shall be in place for drivers to make an annual declaration acknowledging that they are aware of their individual responsibilities.
Any changes in the fleet operation or its policies and procedures shall be communicated using supporting documentation such as:
- Method statements
- Safe systems of work
- Toolbox talks
- Verbal briefings
- Bulletins
- Campaigns
- Memos, letters and notices
All information should be communicated in a format that is readily accessible and easily understood by drivers and operational staff.
Staff and driver communication shall:
- Be recorded and retained in accordance with requirement M2
Evidence required
Method used to issue the latest version Annex 3 documentation:
- Email communications issued
- System generated reports on the document distribution;
- Verbal declarations on hard-copy documentation having been issued
Records of communication to show that all drivers acknowledged the receipt of the latest version of Annex 3 documentation.
- Signed driver declaration forms acknowledging the latest documentation. Forms may be standalone declaration forms, part of annual compliance declarations or part of driver handbook acknowledgement
- Digital or system-based records: electronic declaration systems (e.g. training/compliance portals, daily check sheets), system-generated acknowledgement records with date/time stamp, driver identification.
Signed declarations for all drivers acknowledging their individual responsibilities in the past 12 months.

- Digital or system-based records: electronic declaration systems (e.g. training/compliance portals, daily check sheets), system-generated acknowledgement records with date/time stamp, driver identification.
Any other supporting documentation used to communicate changes in the fleet operation or its policies and procedures:
- Driver briefings/toolbox talks, Internal communication logs/emails
